That message will appear when you're trying to run a .exe file that's not from the Microsoft Store. In Windows 11, you can change it in Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's set, have you checked if your device is in S mode?

Select the “Apps & features” tab. Scroll down to the “Install apps from” section. Choose from the drop-down menu. “Anywhere” to install from any source or “Recommended sources only” for more security.

Click Apps in the sidebar of the Windows 11 settings app. Click Advanced App Settings. Head to the Choose where to get apps dropdown menu and select where you plan on installing apps from. Select Anywhere to turn off Microsoft-Verified completely.

To increase security and performance, Windows 11 in S mode only runs apps from the Microsoft Store.
