Somalia: UN Security Council Extends Sanctions on Al-Shabaab, Strengthening Efforts Against Insurgency

The United Nations Security Council has unanimously renewed its mandate to monitor sanctions on Al-Shabaab, a terrorist group operating in Somalia. This decision, made on Friday, extends the authorization for naval inspections to enforce an arms embargo on Somalia, as well as a ban on charcoal exports and controls on improvised explosive devices (IEDs), until November 30, 2026. The council's action also maintains other sanctions measures, including travel bans, asset freezes, and general arms embargoes, without a specific end date.

James Kariuki, Britain's charge d'affaires to the UN, praised the council's constructive approach to negotiations, which led to a consensus. He highlighted the importance of the adopted text in strengthening efforts to limit the group's access to arms, disrupt its financial activities, and support Somalia in enhancing its capabilities. The UK, as the penholder on Somalia, played a pivotal role in leading the talks on the text.

Al-Shabaab has been engaged in an insurgency against the Somali government for over 16 years, frequently targeting security forces, officials, and civilians. In recent months, the Somali National Army and security forces in the semi-autonomous region of Puntland have intensified air operations against Al-Shabaab in the southern and central provinces and against ISIS (Daesh) in the northeastern Bari region, with support from international partners. The government reported conducting 220 precision airstrikes, resulting in the deaths of 868 militants since February, marking a significant escalation in the fight against terrorism in Somalia.
