Can anyone explain to me why it's "illegal" for me to import a movie DVD (that I legally purchased) into iTunes so that I can view it on my iPad? How is this different than importing a music CD (that I legally purchased) into iTunes? ... which Apple permits in iTunes.

Becasue the DVD you purchased legally is copyright protected. You are not allowed to have one DVD be imported on every device you own. Have you taken the time to read the iTunes terms and conditions first? If not, please read them here: http://www.apple.com/legal/itunes/us/terms.html#GIFTS. Also, this is the OSX Lion forum and you are posting questions about an iPad and iTunes.

It's not.

What is illegal (according to the DMCA - Digital Millenium Copyright Act) is breaking the encryption on the DVD when RIPping it to your computer.

CDs are not encrypted. And RIPping CDs to your computer to put onto other devices has been ruled legal.

Because those are the laws that got passed with lobbying from the media companies. It is illegal to rip a copy protected DVD, regardless of whether or not you own it. It is legal to rip a CD you own. You don't own the music or movie, just the right to use it within whatever limits have been set. It doesn't have to be logical or fair. Apple is just toeing the line as far as the laws go, which is not too surprising seeing that they have to maintain good relations with the companies that keep the iTunes store stocked.
