Bus Preaching Fine: Senate Leaders Respond to Misconceptions (2026)

The Senate's recent move to clarify its stance on the controversial Federal Road Safety Corps (Amendment) Bill, 2026, has sparked further debate. The bill, which includes a provision prescribing a N50,000 fine for hawking, trading, or preaching inside commercial vehicles, has faced criticism from various groups and individuals. However, the Senate emphasizes that this provision is not new and has been part of the FRSC Act since 2007.

The Senate's clarification comes after widespread backlash, with many Nigerians describing the fine as insensitive, especially amidst economic hardship and rising unemployment. The Senate's position is that the amendment bill originated from the House of Representatives and was not sponsored by Senator Opeyemi Bamidele, the Leader of the Senate, or Senator Yemi Adaramodu, the Chairman of the Senate Committee on Media and Publicity.

Adaramodu, in an exclusive interview, addressed the misconception that every debate or motion in the National Assembly automatically becomes law. He explained the legislative process, emphasizing that a bill must go through several stages before becoming law. These stages include public hearing, debate in both chambers, and concurrence, followed by a joint conference committee to harmonize differences.

The senator also addressed the claim that he and Bamidele were behind the proposal, clarifying that neither of them raised their hands to propose the motion. He stressed that the National Assembly's discussions do not equate to law passage, and only a bill can become law after completing the necessary constitutional and legislative stages.

This clarification highlights the importance of understanding the legislative process and the distinction between debates and actual lawmaking. It also underscores the need for transparency and accountability in the National Assembly's decision-making processes.
